Introduction

The Code of Practice on the Identity Card Number and Other Personal Identifiers from the Privacy Commissioner's Office in Hong Kong governs how ID Card numbers or other personal identifiers may be collected, or copies of ID Cards may be made.

The purpose of this ID Card Expert is to help data users in Hong Kong to interpret the Code consistently. It does this by posing a straightforward series of 'Yes / No' questions which lead to a conclusion in each case. It also provides handy instant references to Hong Kong Ordinances that mention the HK ID Card number and in some cases give a reason for collecting it.

Along the way it summarises requirements from the Code on how such personal data and copies should be collected, checked, used, transmitted, retained, secured and treated if held from a time before the Code came into effect. The complete Code is included and notes and examples from the PCO are linked at appropriate points.
